Nomination Day: Adjustments to Election Routine

(Year 233, Winter) As the Year 235 election gets closer, it's time to take a look at some changes that will affect both the political system and the electional routine. Most changes are minor, and all were approved by all three Chambers already. The four political parties were involved with most of the proccess, and got all details in time to plan for their upcoming nominations and political program.

Nomination Day is next week already, on 1st day of Spring, and this is exactly 1 year before the next election. Right here and now High Judge Anita Ferny (72), leader of the Court Chamber, will shed som light on the most important adjustments.

No more Hood Contacts

In the past each hood elected a Hood Contact, and the political parties won seats at People Chamber based on how many Hood Contacts they won. Hood Contacs will no longer be elected nor assigned, and the number of seats will be calculate based on how many regions won (see below).

District Mayors are now the most local political position

Electing disrict Mayors, will now replace the system of Hood Contacts. A district is normally a group of hoods, so we simply lift it all up one level. Currently we have 21 areas with district status (aka worlds), maning there will be a total of 21 Mayors. In the future there might be more. Region San Myshuno stands out with one Mayor for Myshuno (northern city) and another for Meadows (southern city), in addition to the Prome Mayor.

District Mayors will basically be the administrative link between the Mazaloom Regional Council and the population, involved when new directions are being locally implemented or when local concerns need addressing.

The political parties will provide Mayor candidates, and the more Mayors (districts) they win, the better chance to win the Regional Councilor, which comes with 1-5 People Chamber seats.

Regional Councilors

The Mazaloom Council consists of 8 Councilors, each representing one of our 8 regions. Each councilor is found among that region's district Mayors. The Mayor with most votes after 2nd voting becomes Councilor, and the political party wins all seats at People Chamber that are available to the region. On Nomination Day each region is given 1-5 seats based on population numbers.

A more complex system where seats were won on district level has been debated, but we landed on basing it on the regional population to make the routine less complicated. The disadvantage is that one very skilled Politician from the region's smallest district can win the region, even if another party wins all the other and/or larger districts, but those other Mayors score lower in the election. With 21 seats and (currently) 21 districts, there would not be enough seats to reward the bigger districs anyway, and we would have needed to create a secondary system. The chosen routine was favored because we all want skilled and talented central Politicians, as well as a routine that is not too complex.

The Cabinet

Adjustments have been done to the Cabinet. Previously the Prime Minister was also Minister of Law and Justice, and was joined by 4 more ministers for the Cabinet. The Minister posts were assigned to reflect each party's popularity. This is now greatly adjusted, taking effect from the Year 235 election. Prime Minister will now lead the Cabinet, but no longer lead a Ministry. This means there will be 6 members of the Cabinet, not 5.

Only political parties forming the winning group (controling minimum 11 of 21 seats) will be assigned Ministries.

No Vise PM

There will be no Vise PM like before, but the function of leading the opposition will still be filled by the top candidate representing the group of parties who is not involved with the winning group. There will be no formal title, though.

The Election

Each political party must provide a list of candidates, covering minimum 1 candidate from each region, and maximum 1 candidate from each district. These lists must be provided within the first week of Spring (Nomination Day is 1s day of Spring), but will not go public until Fall.

Each party must provide a political program including N.A.P.s and taxes/reliefs on both national and regional levels.

The candidates will score votes based on talent, skills and background. The first step finds each district Mayor, then there is a second step also involving reputaion and SoMe followers etc to find each regional Councilor.

When we know how many seats each party won, each party will provide their modified list of candidates, to cover the voting result. Like before, they will not focus on candidates from regions that they did not win. Normally all District Mayors will also run for a People Chamber seat, but their top 3 candidates, including the Prime Minister candidate, will not be restriced to Mayors. The leader of the winning party is given a chance to form the Cabinet. The winning group's leader is normally the new Prime Minister, and the other Ministers are found  within the parties of the winning group, according to the election results and negosiation.

The winning party will assign their political program nationally, while the councillors will assign their party's regional N.A.P. Because N.A.P.s from previous election will still be active, the politics for each region might cary impulses from multiple parties.

PM House

It is also new that the Prime Minister will be offered (and expeced) to move into the new PM House. The estate comes with facilities making it easier to handle tasks coming with the Prime Minister position. PM House has not yet been built, but the address will be Willow Field of Gloomville.
